The Writ of Transmutation is a document signed between vampires—specifically a new vampire and his/her sire—stating that one party asked the other to Turn oneself into a vampire. The paper can be drafted by a warlock, and is then signed and sealed in the blood of the Turned vampire.
The declaration can be used as a legal document that can pardon a vampire of Turning, and thus killing, a mundane.[1]
